In Washington State, RCW 46.61.055 sets forth the elements of a red light ticket. If you enter the intersection after the light turns red, you can be ticketed. You can enter as long as the light is yellow. A red light ticket is a moving violation in WA.
In Oregon, ORS 811.260 and 811.265 set out the elements of red and yellow light tickets. In Oregon, you are required to stop at a yellow light unless it is unsafe to do so. Red and yellow light tickets in Oregon are both Class B violations (ranked A-D in terms of severity and fine).
